XR 1.3 Need for updating rules and updated settings.

Hey all.

With the arrival of the xr 1.3 patch hitting very soon, according to the patch notes there is a bunch of new exciting communityu fixes, additions and improvements that affect the community, aswell as new commands for refs and new votes to do. http://www.newerth.com/smf/index.php/topic,18580.0.html

Some of the more important features that are in the patch (made with love from the newerth council):

- Refs can lock players to spec (and unlock them from spec too)
- Ref can allow a player to be commander again or not ( ref nocomm name, refy yescomm name)
- When someone's IP matches another, a warning is broadcast and logged
The broadcasting (not logging) can be turned off with sv_alertSameIdentity

---------------------------

First off all, I suggest that the logging is turned on, and displays message in chat. Playing on same ip is not forbidden (if you play with friends), but I suggest that other players are notified, and especially referees. When no referees are present savage have had problems earlier with people playing on multiple accounts, just to get enough "voting power" to kick someone etc. This doesnt entirely solve the problem, but its a start.

Regarding ref nocomm and ref yescomm, I suggest this to use on players on games where they bailed last game (if achilles bailed last game, and still want to be commander in next game, he gets a nocomm). And naturally, use with common sense. Bailing because you need to eat is ok, bailing because you slowly lost is not ok.

Regarding locktospec :
I suggest it can be used on exploiters for now, i.e map exploitiong people going out of the obvious map design to get gamebreaking advantages. If they do some nasty ip.trickery to join team again, kick.
This does not include usage on siege camping/spawning for defensive purposes, as I dont consider them big enough to remove someone from the fun of playing.

I wanted to post this suggestion on Pulse server forum aswell, but realized the interest in updating their ruleset is equal to none.

We will work out how we will fit in the new features in our existing procedures and make/change guidelines for referees when needed.
