Try to be commander once and you will see, what Toxic-spectator-sacer is really not the main problem of public games.

Yes, toxic can be such an ass sometimes, whether he specs shield and then sacs it or tries to steal comm. Of course, let's put aside the fact that he always flames his commander.
How many other people do all of the above? And after answering that question who or what do you decide to be the main problem?

Had several occasions when I've seen both Humans/Beasts getting a sneak garr up really close to a SH/Lair and then someone in spec just decides to join the opposite team and go straight to kill the garr/sub if not only that also start yelling in team chat. Ofc it's hard to prove such lame behaviour, since it's pretty much Word against Word situation.
And the player can infact always say he just joined and randomly went there.
So I think it's pretty much impossible to make something about it. I usually just warn ppl doing it but then they go silly mode and "What did I do?!"

It happens very often, It is impossible to stop. It is a public server without solid teams and this is reason why it is impossible to stop, and why I tell: lame is not a reason for ref activity.
and do not even try to do a "clanwar games" from "public games" , it is pointless...
Public games have their own unique atmosphere! and lame limits just ruining it...
